In the Russian legal field, citizens are divided into able-bodied and disabled. The last group is fully or partially provided by revenues from the budget account. The main feature of the district is the absence of the structure of the Pension Fund branches.  The state institution is only one and is located in the city of Naryan-Mar. It serves all pensioners, mothers with children (on issues of providing family capital) and applicants for state aid.

Pension benefits are assigned on the basis of the documents provided. They must necessarily confirm the right to budget funds. The main ones include:

  Re-registration is not required for residents of the district older than 70 years, recipients of the district monthly compensation payment of 3,100 rubles for a disabled child, as well as for those residents of the district who care for a disabled person of the first group, a disabled child or a person older than 80 years.
For re-registration, it will be necessary to go to the State Public Institution of NAO "MFC" or the State Institution of Public Education "Division of Social Protection of the Population" with the package of documents:
a) for working pensioners
- passport;
- pensioner's ID;
- a document confirming income for 12 months previous to the month of circulation.
b) for non-working pensioners (by non-working pensioners we mean pensioners who have completed their labor activity 12 months before the moment of applying):
- passport;
- pensioner's ID;
- employment history.
Examples:
1) a working pensioner applies in June 2017, then a statement of income is provided from June 2016 to May 2017;
2) a pensioner who has not been working since August 2016 if applied in June 2017, in addition to the work book, provides a certificate of income from the previous place of work for the period from June 2016 to the day of dismissal.
3) to pensioners who have not been working for more than 1 year, according to general requirements.

The provision of monthly payments to pensioners of the district in the amount of 2708 and 3100 rubles will remain with those whose individual monthly income is less than three times the subsistence level established in the Nenets Autonomous District per capita, today this amount is 62 019 rubles. Individual income is calculated from the amount of the state pension, salary, compensation and social benefits, as well as income from entrepreneurial activities of the applicant personally, excluding the income of his family members.
If a citizen does not pass re-registration before July 1, 2017, then the payment will be suspended. The recipient who has re-registered before September 30, 2017, the payment will be charged in October immediately for three months (July, August, September). For recipients who fail to register before September 30, the district pension supplement is terminated. A citizen may later apply for it, however, in this case it will be carried out on a common basis and according to newly established criteria (the minimum period of residence in the district must be at least 15 years and the length of service at least 10 years). That is, a citizen will receive payment from the month following the submission of the application.

The subsistence minimum of the pensioner as a whole in the Russian Federation is set to determine the size of the federal social supplement to the pension.

The regional living wage of a pensioner is set in each constituent entity of the Russian Federation in order to determine the social supplement to pension.

If the pension is lower than the living wage of a pensioner established in your region, which, in turn, is lower than the living wage of a pensioner in the whole of the Russian Federation, then a federal social supplement is established.

If the pension is lower than the regional living wage of the pensioner, exceeding the living wage of the pensioner as a whole in the Russian Federation, then the regional social surcharge is established.

Only non-working pensioners are entitled to a social supplement to the pension if the amount of their material security is below the subsistence minimum of the pensioner established in the region at their place of residence.

Non-working pensioners whose total amount of material support is less than the regional living wage of a pensioner is entitled to a regional social supplement (from the local budget):

  • all types of pensions;
  • urgent pension payment;
  • additional material (social) support;
  • monthly cash payment (including the cost of a set of social services);
  • other measures of social support (assistance) established by regional legislation in monetary terms (with the exception of measures of social support provided at a time);
  • cash equivalents of provided social support measures to pay for the use of telephone, residential premises and utilities, travel on all types of passenger transport, as well as monetary compensation for the costs of paying for these services.

What amounts are NOT taken into account when calculating  the amount of material support for a pensioner:
social support measures provided in accordance with the law in kind.
