Now let us recall two types of minimum pension in Moscow.

Minimum pension in Moscow in 2020

The minimum income level of a pensioner in the capital, as already mentioned, is of two types:

1. for those who have been registered in Moscow for less than 10 years - this is the size of the Pensioner's Subsistence Minimum (PMP).
2. for those who have been registered in the capital for more than 10 years, this is the value of the City Social Standard (GSS).

Let's start with the first digit.

Pension supplement up to the Subsistence Minimum

As you know, older people in Russia cannot receive a pension lower than the average annual Subsistence Minimum for a Pensioner (PMP) in the territory of residence. If the accrued pension turned out to be less than this level, then the Regional Social Supplement (RSD) to the pension is additionally paid from the budget. Thus, the income of a pensioner is raised to the value of the PMP.

Recall, by the way, that the rules for providing this very social supplement in 2019 have changed a lot. Now the process takes place in 3 stages.

1. First, the size of the increase is calculated, which is obtained through indexing.
2. Then the pension is brought with a social supplement to the minimum subsistence level (PMP).
3. And then the indexation sum is added to the PMP.

For the same reason, it is now difficult to talk about the exact amount of the minimum pension in a particular city. It is slightly higher than the cost of living, but everyone has it differently - by the indexation value. Nevertheless, in this publication we will assume that the minimum pension is conditionally equal to the subsistence minimum for a pensioner in his region.

In 2019, the size of the subsistence minimum for a pensioner in the city of Moscow was set at 12,115 rubles. This means that the minimum pension in 2019 in Moscow, taking into account the Regional Social Supplement, was 12,115 rubles.

For 2020, the Subsistence Minimum of a Pensioner in Moscow was decided to increase by 3.7% or by 463 rubles. The decision has already been made by the deputies of the Moscow Duma.

In 2020, the living wage for a Moscow pensioner is set at 12,578 rubles. Accordingly, this figure can be conditionally considered the minimum pension in the MSC this year.

But this "minimum wage" is set for those pensioners - Muscovites who have been registered at the place of stay / place of residence in Moscow for a total of less than 10 years.

There is a different minimum pension for Moscow old-timers. It is being adjusted to the City Social Minimum Income Standard.

Pension supplement up to the City Social Standard

What is the City Social Standard in Moscow?

The City Social Standard is the minimum monthly income of a pensioner who has been registered in Moscow for at least 10 years. It was introduced by the Decree of the Moscow Government dated 01.11.2011. If the pension of a Muscovite with 10 years of experience is less than the SCA, then he is charged a special payment from the budget up to the size of the SCA.

That is, this is approximately the same as the Subsistence Minimum for pensioners registered in the capital for less than 10 years. Only he is higher!

Who is eligible for the supplement?

Pension supplements up to the City Social Standard (GSS) are established for non-working pensioners and certain categories of working pensioners and disabled people registered at the place of residence in Moscow and having the duration of such registration for at least 10 years in total (including the time of residence in the territory annexed to Moscow) ...

In 2019, the size of the City Social Standard was 17,500 rubles. The same, respectively, was the minimum pension for those who have lived in the capital for more than 10 years.

It could be assumed that by January 2020 this value would be increased, but Mayor Sobyanin decided not to wait until the New Year.

As early as September 1, 2019, the size of the GSS was increased to 19,500 rubles. Thus, the minimum pension for non-working pensioners who have lived in Moscow for more than 10 years now amounts to 19,500 rubles.

Once again, from January 2020, it will no longer be raised, which means that the minimum wage for old-time residents of Moscow will remain at the level of 19,500 rubles.

And what about working pensioners?

If unemployed pensioners who have lived in Moscow for more than 10 years can apply for regional social supplement to a pension up to 19,559 rubles. Then their working neighbors with a Moscow residence permit for more than 10 years receive monthly compensation payment to retirement. As you can see, the name of the additional payment / payment is different, but the meaning practically does not change. All the same, both the unemployed and the employed are adjusted their pension benefits to the level of the City Social Standard in the amount of 19,500 rubles.

However, there are a number of restrictions for working pensioners. For example, to receive these payments, it is necessary that the average salary for the last six months does not exceed 20 thousand rubles, and the like.

Monthly city cash payment in Moscow

Muscovites have many different social benefits for different categories of citizens: war veterans, disabled people, families with children, etc. But there is one, which, in our opinion, should also be mentioned in this publication. Although it is not directly related to the size of the minimum pension. This is the Monthly City Cash Benefit (CIT).

The size of the subsistence minimum for a pensioner in the Moscow region for 2020 is set again at 9,908 rubles. So the deputies of the Moscow Regional Duma decided (Law of the Moscow Region of September 26, 2019 N 173/2019-OZ).

As a result, the level of the subsistence minimum for a pensioner in the territory of the Moscow region, and, accordingly, the conditional amount of the minimum pension in the Moscow region for 2020 is 9 thousand 908 rubles.

What about other cities?

The subsistence minimum for a pensioner, which allows you to roughly determine the minimum pension, is set annually in each region of Russia. Moscow and the Moscow region have already been mentioned above, but, for example, its size in some other constituent entities of the Russian Federation.

Who is supposed to

Such a supplement is paid to non-working pensioners and citizens with disabilities who receive income less than the assigned minimum.

And since in 2020 the minimum income was increased from 12,000 to 14,500 rubles, then employed pensioners, whose income is less than this amount, will also receive the bonus.

If a pensioner has lived in Moscow for less than 10 years and his income is less than the prescribed minimum subsistence level, then he can also receive a supplement.

But in such a situation, the surcharge is considered based on the size of the non-regional level. This amount is equal to 11 428 rubles. Pensions for these citizens will increase this year.

Do they receive additional funds when they turn 80?

Pensioners over the age of 80 are recalculated upward. Only the fixed amount increases in relation to the old-age pension.

But there are exceptions for pensioners with 1 disability group. It is said that the fixed amount of monthly payments has already been increased several times from the beginning.

The main task of the authorities is to increase the amount of additional payments by 20% for 2020-18. for example, it is planned to increase the pension of those couples who have been married for more than 50 years.

In this case, the family will receive an allowance of up to 10 thousand rubles, for a couple with 60 years of experience - 12 thousand rubles. etc.

The amount of the Moscow pension supplement depends on the age, the size of the pension and the subsistence level.

Among all social groups in Russia, pensioners are the most numerous, therefore their level of well-being and financial stability largely determines the overall social picture of the federation.

Since pension payments do not change proportionally to price increases and inflation, at the government level at the end of 2016 it was decided to pay lump sums to pensioners, which was implemented at the beginning of 2017. This measure raised hopes that an even larger payment will be repeated in early 2018.

The size of most pensions at the moment is poor. The situation is especially deplorable for those whose monthly pension sums are the acceptable minimum. The actual size of these payments is not comparable at the beginning of the year and at the end of the year, since inflation significantly reduces the real financial possibilities.

Previously, indexation was periodically paid to balance this gap. This served as a small buffer mechanism to ease the financial situation of retirees. The crisis caused a tangible budget deficit, which entailed a freeze in indexation.

A way out of this situation was found through the EDV - a lump sum payment, which in January 2017 was paid to everyone who could apply for it according to their status. Then the amount was 5 thousand rubles. Those whose pension was minimal were happy with this additional payment, but for people receiving increased pensions, such a measure was not enough to compensate for the losses from inflation in 2016.

In order to implement this plan, finances were redirected from other state reserves, and not from budget funds, as happens in the case of indexation.

The retirees who continue to work are in the most advantageous position, because indexation is not provided for them, but they were able to get the monthly income.

Who can get

For those applying for the 2018 copay, the requirements remain the same as in 2017.

The following categories can count on compensation:

  • citizens on a well-deserved rest according to their work experience or age;
  • retirees who continue to work officially and pay all mandatory taxes;
  • military pensioners;
  • persons with officially confirmed disabilities (including children with disabilities from childhood);
  • persons receiving a monthly survivor's allowance.

Military pensioners were not initially included in this list, since they are not served by the Pension Fund. But by a special order of the President of Russia, this category was added to the general list.

Only those people are excluded from this list who are served by the Pension Fund, but permanently reside in another state. They are deprived of the EDV for the reason that they live in an environment where the influence of the domestic inflation rate is not felt.

Should we wait for the EDV in 2018

There is no consensus on the upcoming subsidy. The government announced that such a possibility is unlikely due to the worsening budget deficit. For 2018, the indexation of pensions should be 4%, as planned. But before the beginning of the new year, the fact may exceed expectations, since inflation has not stopped and worsened its indicators.

So far, experts agree that compensation will be awarded, but it will not be a one-time payment, but will be paid on a permanent monthly basis. But this approach will not affect everyone: working pensioners will not receive subsidies, since the possibility of indexation is frozen for them.

Experts say that the most likely development of events will be an increase in pension payments by age by 300-500 rubles, and for social pensioners - by 170-500 rubles. per month. In the latter case, the payment will depend on the disability group or the aspect for which the citizen is supported by the state.

Opponents argue that a surcharge of 10,000 rubles. will take place if it can attract the electorate on the eve of the upcoming elections. This is a very likely scenario, since it is the older people who make up the base during their turnout. The granting of subsidies would be a timely measure to show the efficiency of the current government.

One-time or monthly supplement

Most people think that a one-time refund is better because that amount can be used to make a larger purchase or deposit.

In fact, either of these two options has advantages and disadvantages:

  • If in 2018 the mechanism of monthly additional payments in connection with indexation is activated, then on average each pensioner will receive more than 10 thousand.From this point of view, there is no sense in rushing to receive the entire amount at the beginning of the year.
  • On the other hand, the monthly amount will constantly melt due to the incessant inflation, and in fact, with this approach, the amount of the surcharge will be significantly reduced by the end of the year.

Some experts are considering another possible option: indexation will occur, but along with it, a one-time compensation will be paid. Such a move would allow the President to show his concern for socially vulnerable groups of the population, which would solidly strengthen his position before the elections. All experts agree on one thing: if such a measure is not implemented in the first quarter, then this will not happen later.

How to get the

In whatever form the subsidy is calculated, special applications or registration with the Pension Fund are not required to receive it. Compensation will be transferred according to the data that are already available in the fund and social services.

The supplement is made using the same mechanism as monthly pension payments:

  • at the post office;
  • with address delivery at the place of residence or registration;
  • to a bank account;
  • by proxy for third persons.

Summing up, we can unequivocally conclude that 2018 will be a year of growth of social initiatives, so pensioners can hope for a decrease in financial tension among the socially vulnerable categories to which they belong.
