February pension supplement. When and how much pensions will increase in the coming year: latest news

On February 1, 2017, the insurance pensions of non-working pensioners will be increased by the 2016 inflation rate, which amounted to 5.4%. This was reported head of the Ministry of Labor Maxim Topilin.

“From February 1, 2017, insurance pensions will be indexed in accordance with the inflation rate. Yesterday, Rosstat published a consumer price index for the past 2016. This is 5.4%. Starting February 1, all insurance pensions will be indexed by 5.4%, ”Topilin said.

According to the minister, the law on the budget of the Pension Fund of the Russian Federation provides for the second indexation of pensions from April 1, 2017, but it will be small - 0.4%, taking into account the general indexation of 5.8%.

As a result, in 2017, the average annual amount of the old-age insurance pension, taking into account the fixed payment in 2017, will amount to 13,657 rubles. Together with an insurance pension, the amount of a fixed payment to it, as well as the cost of a pension point, will increase to 4,823.35 rubles (up to 78.58 rubles (in 2016 - 74.27 rubles).

In total this year, 7 trillion rubles will be spent on pensions.

Will pensions for working pensioners be indexed?

No, they will not do. As Topilin previously stated, there will be no indexation of pensions for working pensioners in Russia in 2017-2019.

How much were pensions indexed last year?

In 2016, the government decided not to conduct the usual indexation of pensions, but to replace it with a lump sum payment of 5,000 rubles. In January 2017, all pensioners in Russia will receive this amount. Postmen will deliver the payment with their pension for January.

For pensioners who receive a pension on a schedule from the 3rd to the 12th day of the month, payment will be made from January 13 to January 28, 2017, also with home delivery. Since January 2018, the state began to pay a new type of pension to “foundling children” whose parents are unknown, which made it possible to equalize their right to payments with children who were abandoned by their parents.

Since January 1, the State Duma has indexed pensions by 3.7% for non-working pensioners and 4% for the military.

From the beginning of the year, a new law on indexation of pensions for retired pensioners entered into force. Now the FIU after 3 months, during which the recalculation lasts, will pay the indexed pension not from 4 months, but from the first month after dismissal.

On February 1, the size of social payments was indexed by 2.5% and the amount of the additional payment to the flight crew of civil aviation and coal industry workers increased. The supplement is an independent benefit, calculated according to a special formula, which takes into account seniority, average monthly salary, contributions to the Pension Fund, and the average salary in the country. The size of payments will change every 3 months: May 1, August 1, November 1.

From April 1, it is planned to index social pensions for old age, disability and breadwinner by 2.9%.

Initially, the budget included funds calculated for an indexation of 4.1%, but the growth rate of the living wage of pensioners was much lower.

Since 2018, funds have also been allocated from the federal budget for an additional payment to pensioners in order to bring the amount of their payments to the cost of living.

Since 2016, a draft law on the payment of an additional 13 pensions to pensioners has been actively discussed, however, most members of the State Duma do not support this idea and offer to increase existing pensions in return.

Pension increase from January 1, 2018

Since January 1, there has been an indexation of pensions for non-working pensioners. Labor (insurance) pension consists of 2 parts: fixed and insurance.

Fixed - this is the amount that the state agrees to pay in any case. Insurance is made up of points accumulated during the work. A point has a specific cost.

As a result of indexing by 3.7%, the cost of one pension point increased from 78.58 rubles to 81.49 rubles.

The insurance pension is divided into several subspecies:

  • old age;
  • on disability;

The size of the fixed part of the payment as a result of indexation was:

  • 4982 rubles - old-age pension and for disabled people of 2 groups;
  • 9965 rubles - a pension for disabled people of the 1st group;
  • 2491 - survivor's pension and for disabled people of 3 groups.

Increase in social benefits for retirement from February 1

On February 1, social benefits were traditionally indexed. They are paid to the following categories of citizens:

  • disabled people 1, 2, 3 groups;
  • war veterans;
  • participants of the Second World War;
  • heroes of Russia;
  • residents of besieged Leningrad;
  • former prisoners of concentration camps;
  • heroes of the USSR and the Russian Federation;
  • liquidators of the Chernobyl accident;
  • family members of the dead military.

Social benefits consist of monthly cash payments, and a specific set of social services. Social services are understood as: fare, sanatorium-resort treatment, provision of free medicines or their payment. Social services can be obtained in kind or in cash. The amount of social benefits on February 1 was indexed by 2.5%, respectively, the payments are:

  • 5701 ruble - allowance for burial;
  • 1075 rubles - the monetary equivalent of a set of social services.

The amount of monthly payments for each individual category of citizens has its own significance.

Will indexing be April 2

The Ministry of Labor approved a project according to which on April 1 they will index social pensions, not labor pensions. Social pensions do not depend on the level of last year’s inflation, but are calculated on the basis of the current price level and cost of living. A social pension is granted to those who do not have seniority and cannot receive a retirement pension. Such a pension, like insurance, is divided into several subspecies:

  • old age;
  • on disability;
  • by the loss of a breadwinner.

Pensions will be indexed by 2.9%, since the actual growth rate of the living wage of pensioners over the past year turned out to be just that. Thus, the following pension values \u200b\u200bare expected depending on the category of citizens:

  • 13410 rubles - pension for children with disabilities;
  • 13556 rubles - a pension for children with disabilities;
  • 12688 rubles - disability pension for draftees;
  • 10,746 rubles - a pension for the loss of the breadwinner to the families of draftees.

According to the law, a social pension cannot be lower, therefore, if after calculations the value is less, then additional payments are assigned.

Indexation will cost the state 10 billion rubles, and will affect about 4 million citizens. The increase itself will not be so significant - an average of 250 rubles, so the recipients will not notice any significant changes.

Pension indexation for working retirees

Back in 2016, the increase in insurance payments for those pensioners who continued to work was suspended. In 2018, this rule is still valid and their pensions were not indexed in January. According to the Ministry of Finance, working pensioners are in unequal conditions with unemployed due to the fact that their financial situation can be significantly improved due to wages.

However, on August 1, 2018 there will be another annual non-claiming recalculation, for which you do not need to apply to the pension fund. The employer independently transfers the employee’s data to the FIU and the pension increases by the number of points earned in the past year. The only limitation is that the increase can be no more than 3 points per year.

Indexation of retirement pension

On January 1, 2018, a new law entered into force that changes the procedure for indexing pensions after dismissal. In the previous 2 years after the dismissal, 3 months elapsed, for which reporting first came to the FIU, then it was considered there and only then the pension was recalculated taking into account all the indexations that had passed during that time. An increased pension was paid starting from 4 months after the dismissal, and the past months were lost. Now, purely technically, the recalculation procedure will also take 3 months, but pensioners laid off after January 1, 2018 will also be able to receive an additional payment for the months during which the FIU recalculates.

The pensioner himself does not need to contact the FIU; the employer submits all the reports.

How many points are needed to accrue a retirement pension in 2018

In order to start receiving an insurance (labor) pension in 2018, you must have at least 9 years of experience and 13.8 pension points. Each year, these numbers increase, and by 2025 the government wants to smoothly approach the following values: 15 years of work experience and 30 pension points.

If the seniority or pension points are not enough, a social pension can be assigned for women from 60 years old, for men from 65 years old.

There are also premium odds for calculating an insurance pension. If a citizen refused to receive payments for a period of 1 year to 10 years, then his pension may increase several times. For example, in case of refusal of payments for a period of 10 years, the size of the fixed part of the payment will increase by 2.1 times, and the size of the insurance by 2.3.

Raising pensions for people with disabilities

From April 1, social pensions for the disabled will increase by 2.9% and will be respectively:

Military pension increase from February 1

According to the legislation, annually, military pensions and salaries are indexed on February 1. For several years, pay increases were frozen. In 2018, changes were made in pensions: firstly, they were indexed by 4%, and secondly, this did not happen on February 1, but on January 1 along with an increase in insurance pensions.

In addition, an increase in the reduction factor is provided annually, by which pension coverage can also be calculated. Usually it increases by 2% and the plans of the state to bring it to 100%, while now it is 73.23%. This year, the reduction coefficient remained unchanged.

Supplement to military pensioners 2500 rubles in 2018

Since the beginning of 2018, rumors have been actively circulated that the military will be assigned an additional payment of 2500 rubles per month, but the information was only partially confirmed. Firstly, only a third of the military personnel of advanced years will pay extra payments, and secondly, the amount will depend on the rank.

Raising the pensions of the Ministry of Internal Affairs

Indexation of pensions will affect employees of the Ministry of Internal Affairs. The coefficient by which the pension will increase in 2018 is small only 4%, but this figure is not yet final.

Since the fall of 2016, the State Duma has been considering a bill on 13 pensions for pensioners of the Ministry of Internal Affairs, but so far no decision has been made on this issue. According to forecasts, most likely, such a bill will be rejected, since the state has already approved the budget for 2018-2020 without taking into account such payments.

How much pension will a disabled child have?

The social pension for a disabled child in 2018 is 12,082 rubles. Such pensions are received not only by children with disabilities, but also by adult citizens who have the status of “disabled children”. Unlike children, they have 3 disability groups. The amount of benefits for each group:

  • 1 group - 12082 rubles;
  • 2 group - 10,068 rubles;
  • 3 group - 4279 rubles.

How much will a survivor's pension

If a child has lost one or two parents, he is entitled to a survivor's pension.

Its size is currently: 5240 rubles, if one parent died and 10481 rubles, if both. From April 1, 2018, survivor pensions are indexed by 2.9%.

Families of the deceased military may receive a separate type of survivor pension.

After the last indexation in 2017, the amount of social pension is 5034 rubles. At the same time, it can be increased:

  • 40% - a soldier died from a disease received during work;
  • 50% - the military died from wounds during work;
  • 150% - a soldier died from an illness while serving;
  • 200% - died from military injuries.

Retirement benefit 5,000 rubles in 2018

In 2016, due to the unstable economic situation, the government could not fully index pensions, so all pensioners were given a lump sum payment of 5,000 rubles.

In 2017 and 2018, the pension was indexed at values \u200b\u200bhigher than last year's inflation, so there is no need for such a payment. In the budget for 2018, funds for such a payment were not laid, therefore, it will not be.

Retirement age increase in 2018

In most neighboring countries, the bar for retirement age has already increased, but in Russia so far no such decision has been made. As analysts expect, perhaps after the next presidential election, this topic will again be raised.

Federal Social Supplement

Federal social benefits are a type of material assistance to unemployed pensioners who have a pension below the subsistence level in the region. By law, such a supplement must be regular and made until a pensioner is employed, or the amount of his total income becomes equal to the subsistence minimum. Under the total income refers to all types of pensions received, co-payments, compensations and benefits.

Eligible pensioners are those pensioners who:

  • live in the territory of the Russian Federation;
  • does not work;
  • receive a pension below the regional subsistence level.

The size of social supplement varies depending on the region and the cost of living in it. That is, it is exactly the amount that the pensioner does not reach the cost of living.

December 15, 2017 Dmitry Medvedev signed a decree on the allocation of 7 billion rubles for supplements to pensioners. At the same time, funds will be distributed between 13 regions in which pensions for non-working pensioners are below the subsistence level. The list of regions includes:

  • Sakhalin;
  • Kamchatka
  • Chukotka
  • Komi;
  • Yakutia;
  • Primorsky Krai;
  • Khabarovsk region;
  • Arkhangelsk;
  • Magadan Region;
  • Murmansk region;
  • Nenets Autonomous Okrug;
  • Jewish Autonomous Region;
  • Moscow region.

An example of a federal social supplement.  The federal subsistence minimum (PM) of a pensioner in 2018 is 8726 rubles. The regional cost of living, for example, in Vladimir is less than 8452 rubles. The pensioner is assigned material support in the amount of 7500 rubles. Since the regional PM is lower than the federal one, federal social payment is assigned. 8726-7500 \u003d 952 rubles.

An example of a regional social co-payment.  The federal living wage of a pensioner in 2018 is 8726 rubles. Regional. for example, in Murmansk it is 12,523 rubles. Payments to a pensioner are 10,500 rubles. The value is more than federal, but less than regional, so there will be the following surcharge: 12523-10500 \u003d 2023 rubles.

Retirement benefit for whom over 80 years

Pensioners who have reached 80 years of age in 2018 are required to increase the fixed part of their insurance pension by 2 times, i.e. by 100%. The size of the fixed payment is now 4,982 rubles, respectively, a 2-fold increase in the amount will be 10,334 rubles.

For pensioners who live in the Far North, the payout is additionally increased depending on the coefficient. For those who have been working in the Far North for 15 or 20 years, the payment is additionally increased by 30 or 50% of the already doubled value of the fixed part of the pension.

A similar increase will affect all pensioners of this age, with the exception of disabled people of group 1, whose pension is initially 2 times higher.

Pensioners at such an advanced age are additionally entitled to a compensation payment to pay for the services of a person who would care for them, because often elderly people cannot serve themselves and they need the help of an outsider. The amount of compensation is 1200 rubles.

Additionally, the regions have their own benefits and social support measures.

After the pensioner turns 80 years old, the pension will be automatically increased starting from the month following the month in which the birthday was. For this, the pensioner does not need to go anywhere; the FIU will do everything himself.

The pension fund independently calculates the pension after the pensioner reaches the age of 80 years.

A new type of pension for children with both parents unknown

On January 1, 2018, a new type of payment to the so-called “foundling children” came into effect, that is, children whose parents are unknown. Such a measure was taken in order to level abandoned children with other orphans who can receive pensions. At the moment, the amount of the pension is 10,068 rubles and it is paid monthly. From April 1, 2018, it will be indexed by 2.9% and will amount to 10,359 rubles.

The state tries every year to index all possible types of pensions for certain categories of citizens, but funds are not always available in the budget for this. In some cases, federal or regional surcharges can be dispensed with; in others, indexing is simply frozen for several years.

In any case, the government is constantly introducing new types of surcharges and compensations that allow pensioners to live at a more or less acceptable level.

Starting from January 1, a 3.7 percent increase in the labor pension for non-working pensioners (old age, disability and breadwinner) will occur. At the same time, an increase in insurance pensions. Recall that the indexation of pensions for working citizens was suspended in 2016 due to the difficult economic situation in the country. This freeze helped save the state 12 billion rubles. However, all missing indexations should be compensated to the citizen already.

Pension increase since January 1, 2018 (latest news)

In accordance with the law adopted by the State Duma on December 15, 2017 (introduced by the Government as bill No. 274624-7) on changing the procedure for indexing insurance pensions in 2018  all types of this pension (old age, disability, breadwinner) should increase from January 1, 2018 by 3.7%. The previous procedure for increasing labor pensions is suspended until the beginning of 2019, and this increase does not apply to working pensioners (see the text of the law below).

It should be borne in mind that any insurance pension consists of two parts:

  • fixed payout  (or PV) - this is a constant value guaranteed by the state (for all categories of recipients it is set in a solid amount);
  • directly insurance part  - This is an individual estimated value, which depends on the number of pension points earned during the work.

January indexation will affect both parts of the pension as follows:

  1. The fixed payment will be increased by 3.7% and will be a constant amount 4982 rubles 90 kopecks, its increase or decrease is legally established for certain categories of citizens by law No. 400-FZ of 12.28.2013;
  2. The insurance part of the pension directly depends on the points accumulated by the pensioner, the cost of which will increase by January 3 by 3.7% and amount to 81 ruble 49 kopecks.

In 2017, actual inflation in the country was fixed at no more than 3%. Consequently, the 1.037-fold increase in pensions proposed by the Government in 2018 formally covers consumer price growth (although, of course, in absolute terms this increase will be very small - the increase will be even less than in previous years).

Increase in social payments to pensioners in 2018 from February 1

From February 1, 2018, there will also be an increase (indexation) of all social benefits of the Pension Fund, provided for various categories of citizens (disabled people, veterans, heroes of Russia, etc.). They are provided in the form of monthly cash payments (EDV), an integral part of which is also a set of social services (NSOs).

In general, the NSO consists of three parts (medicines, travel and spa treatment) and is provided at the option of a pensioner in one of two ways:

  • in kind (i.e. directly by social services);
  • in monetary terms in case of rejection of the natural.

The cost of a set of such services (each part separately) is determined by law and increases in direct proportion to the increase in monthly payments (EDV) - i.e. the same percentage. In 2018, this increase is planned at a level of less than 3%, so beneficiaries will hardly feel such an increase. The preliminary values \u200b\u200bof EDV and NSO in 2018 can be found in the table.

Thus, from February 1, 2018, it is planned to index social payments (including a set of social services) to the actual inflation rate of last year. In the draft Government Decree, this value was fixed at 3.2%, but actual inflation will be less than 3%, so the increase will be even less (the same applies to children's benefits in 2018).

Indexation of social pension in 2018 from April 1 by 4.1%

Social pension is a special type of pension, which is characterized by the absence of a senior citizen for any reason of work experience. Such a pension shall be granted in a fixed amount approved by law. And, as a rule, the size of social pensions is significantly lower than the estimated labor (insurance) pensions.

It should be noted that in the last two years there has been a decrease in the established growth rates of social pensions. So in April 2017, this type of pension was indexed by only 1.5%. In 2018, it is planned to reach the usual (pre-crisis) increase in the level of this type of pension provision - the projected increase in social pensions will be approximately 4.1% in April 2018.

    Unlike labor, the indexation of social pensions is tied to a change in the living wage of a pensioner  for the previous year. Therefore, the indexation value of insurance and social pensions for the same year may differ (although in both cases it is related to actual increase in consumer prices).

Thus, one of the positive changes in 2018 is a more tangible increase in the cost of living (minimum subsistence level) in the country, including by region. Moreover, the established PM allows all non-working pensioners to receive additional payments (the so-called social payments up to a living wage  - federal and regional) if the size of their pensions is lower than the approved values.

Attention

According to the law, a citizen's pension level should always be not lower than the living wage in the regionwhere he lives (from here come the seemingly strange statements by the Government that “There are no poor pensioners in Russia”  - all of them receive pensions in conjunction with other social benefits in the amount of at least PM.

Since 2010, applications for the appointment of a pension already include a section on the receipt of social co-payments. If your pension was assigned before 2010, and you did not submit a separate application for the assignment of a supplement, and the pension is lower than the established subsistence minimum in the region, you must independently apply to the territorial bodies of the Pension Fund.

Pension increase in 2018 for working pensioners in Russia

For 2018, the laws adopted in the State Duma are not provided for any changes for the working population receiving pensions. This means that pensioners will continue to be paid pensions. without annual indexation.

    Recall that the indexation of pensions was stopped in February 2016 to those citizens who continue to work, exercising their right to pension provision. The government planned not to index pensions for working Russians up to 2019.

This moratorium on pension indexation is as follows:

  • Those citizens who retired before February 1, 2016 and retained their jobs remain without increasing their pensions since February 2016.
  • Citizens who become pensioners after February 1, 2016, when calculating the individual pension coefficient (IPC), all the increases that took place on the date of the right to retirement are taken into account.
  • With the continuation of labor activity and the simultaneous receipt of a pension, all subsequent indexations from the time of employment will not be applied again.

Working retirees have the right to increase the size of their pension only through annual recalculation according to the employer. From August 1 of each year, pensions of such citizens increase by the number of points taken into account in the previous year for the period of work and payment of insurance contributions during this period. But not more than 3 points per year!

An example of how working pensioners will recalculate pension indexation in the FIU

The woman born on 05/01/1962 retired in 2017 on the dates established by law and continues to work. What indexations will be taken into account when determining the size of the pension? And since when will the pension cease to be indexed?

The calculation of the pension for this woman will be made on the date of May 1, 2017. When calculating the IPC, all approved pension growth indices will be taken into account, starting from 2015 to 05.05.2017.

  • The cost of one pension coefficient will be taken on 05/01/2017 - this is 78.58 rubles.
  • The fixed payment, which is part of the insurance pension, will be taken into account, taking into account indexation as of May 1, 2017, and is equal to 4805.11 rubles.

Further, subject to the continued implementation of paid work, all subsequent indexation of singing after appointment will be suspended. Those. indexation carried out will not be applied to the pension of this woman. And this will continue until she quits her job or is fired by her employer.

Pension indexation after the dismissal of a working pensioner in 2018

In 2017, a law was passed according to which there was a change in the term for recalculating pensions after dismissal. In 2018, working pensioners will be able to receive a pension with all the missing indexes from the next month after dismissal. At the same time, the pensioner himself will not need to additionally apply to the Pension Fund, since this recalculation is entirely based on the monthly reports of employers!

Earlier, after leaving the job, the pensioner recalculated the received pension taking into account all indexations for three months:

  • the first month is the submission of reports to employers in the FIU on citizens working in the organization;
  • the second month - the data on the fact of work was loaded into a single software package operating throughout the country;
  • the third is the adoption by the territorial authority of the PFR of a decision on recalculation.

Attention

For citizens who terminated their employment in 2018, the period for calculating the pension is reduced, taking into account the indexations missed during the work period. This will be possible after entry into force. from January 1, 2018  Federal Law No. 134-ФЗ dated July 1, 2017.

However, the process of re-accruing missed increases will be the same for technical reasons. will also take several months. But after that, when paying the already recalculated pension after 3 months, an additional payment will be made for the entire period after dismissal.

This innovation applies only to dismissed after January 1, 2018. If a pensioner quit, for example, in December 2017, then his pension will not be indexed until April 1, 2018 - at no additional charge for the period from January to March (in other words, these months will be lost).

No other significant changes in the Russian pension system are expected in 2018. In particular, expected by many in the amount of 5,000 rubles will not be paid in 2018  - it was a one-time, one-time supplement, which was supposed to be for all pensioners in January 2017 instead of the additional indexation missed in 2016, provided for by law (and there is simply no reason to pay it in 2018).

And one of the few really good news for the Russians is that no decision has yet been made on what is relevant for those who are still working or planning to retire (including men of 1958 and women of 1963 year of birth).

Will there be a lump sum payment to pensioners of 5000 rubles in 2018?

At the beginning of 2017, recipients of all types of pensions, regardless of the fact of work, received an additional payment of 5,000 rubles. This measure was necessary in the current economically unstable situation.

Against the background of high inflation and the inability to conduct additional indexation of pensions in 2016, a decision was made on a lump-sum payment to citizens' pensions (Law No. 385-FZ of November 22, 2016). Thus, the pensions of Russians were “conditionally indexed”, many of which took it simply as a New Year's gift.

Currently, according to the Government, the economic situation in the country is normalizing. Over the past 12 months, consumer price growth (inflation) does not exceed 3%, and pensions in 2017 rose by 5.78% in total for two indexations.

    The upcoming 3.7% indexation, scheduled for January 2018, exceeds the 2017 inflation rate. Therefore, no additional one-time payments (5 thousand rubles or any other) besides will not be made!

Will there be an increase in retirement age in 2018 (latest news)

In the past few years, the most discussed and acute for Russians is the question of increasing retirement age. In many other countries, including post-Soviet, relevant decisions have already been made and are being implemented.

  • For example, from January 2017 in Belarus annually, the retirement age will increase by six months until women reach 58 years old and men 63 years old. In Kazakhstan, the same values \u200b\u200bapply - for women at 58 years old, for men at 63 years old.
  • In many developed countries, such as Germany, men become pensioners at age 65 and women at age 60.
  • In Ukraine, the Verkhovna Rada adopted a law on pension reform, which also includes raising the current retirement age.

Now this question has matured in Russia. According to the Government, in the first place it is interconnected with the fact that the country has a longer working age - i.e. about a third of Russians already stop working later than retirement.

However, so far, due to the great unpopularity of this measure, the Russian Government has not yet made a final decision to extend the retirement age (although many consider this issue resolved and note that it will most likely begin to be implemented after the next presidential election, which will be held in March 2018 - but so far it's only rumors).

How many points and seniority do you need to retire in 2018?

Since 2015, a point system for calculating labor (insurance) pensions for citizens has been operating, in which insurance contributions paid to the Pension Fund by the employer for their employees are converted from rubles to relative values \u200b\u200b(points). The amount of contributions recorded for the year is related to the maximum accountable amount of contributions approved by the Government, which corresponds to 10 pension points  (this is the maximum that can be obtained in one year).

But in order to obtain the right to retire according to the established deadlines, compliance with three prerequisites:

  • the onset of age established by law;
  • the presence of insurance (employment) experience;
  • the presence of the established value of the individual pension coefficient (IPC), or in other words, the amount of pension points.

It should be noted that this applies only to old-age pensions! Other types of compulsory pension insurance pensions (disability, survivor) assigned independently  on the duration of the labor (insurance) experience and the number of points received.

Attention

Since 2018, the prerequisite for the appointment of a pension upon reaching retirement age (now it is 55 years for women and 60 years for men) is 9 years of experience and 13.8 points  individual pension coefficient (IPC).

Example of calculating pension points from 2015 to 2018

For a man born in 1965, he has an official salary before income tax (PIT) in the amount of 30,000 rubles (respectively, for a year, earnings are 360,000 rubles). Suppose that since 2015, this citizen has never been raised. At the same time, deductions for the funded part of the pension are not made for him, as he was born earlier than 1967. Thus, the employer deducts for this man insurance contributions to an individual personal account in the amount of 16% of earnings before personal income tax - that is, 16% × 360,000 \u003d 57,600 rubles per year. We calculate how many points this man earned for the period from 2015, when the new pension formula began to operate.

The Government annually approves the so-called salary limit, the amount of mandatory deductions from which in the FIU to the individual personal account of a citizen is 16%. So, the maximum salary limit for a country from 2015 to 2018 is as follows (see table below).

In 2018, the insurance base of contributions to the Pension Fund will amount to 1,021,000 rubles in accordance with the Government Decree of November 15, 2017 No. 1378. Then the maximum amount of insurance premiums recorded for the year, taken for 10 points, will be 163,360 rubles (an increase of almost 17% immediately relative to 2017).

Therefore, each ruble earned in 2018 will “depreciate” when transferred to pension points relative to 2017 immediately by 1 - (1 / 1.17) \u003d 15%, and relative to the level of 2015 - by more than 30! Therefore, it is not enough to have only a constant high salary for the formation of decent pension rights. So that their volume does not decrease from year to year, according to the new pension formula salary should grow by at least 10% per year  (see table above).

Let's get back to our example. To translate a monthly salary of 30,000 rubles into points, you need to correlate salary data (taking 16% of the annual salary, which in this example will be 57,600 rubles a year) to the established limit values \u200b\u200band multiply by 10:

  • 57600/113760 × 10 \u003d 5.06 points earned by a citizen in 2015;
  • 57600/127360 × 10 \u003d 4.52 points in 2016;
  • 57600/140 160 × 10 \u003d 4.11 points in 2017;
  • 57600/163360 × 10 \u003d 3.53 points will be earned in 2018.
  Thus, in just 4 years, while maintaining the same level of wages (in this example, this is 30 thousand rubles per month) the number of accrued pension points decreased by 30%  (in this example, from 5.06 points in 2015 to 3.53 points in 2018). Thus, in the modern pension system

The announced figure is due to the level of actual inflation - it was precisely such predicted growth that the analysts and economists were guided by when drawing up the draft budget of the Penfond of Russia for 2017. Moreover, Topilin, speaking of a 5.8% increase in pensions, turned to non-working pensioners, referring to their insurance pensions. Thus, it is not worth waiting for the full indexation of pensions from February 1, 2017 to affect all categories of pensioners.

  Latest news on the first full indexing

According to the latest data, out of 42 million pensioners in the country, more than 15 million people continue to work. Accordingly, the abolition of indexation to working retirees will give the state good savings. At the moment, busy citizens have the opportunity to increase their pension only through recalculation, which the Penfond of Russia makes annually. However, with the new federal law on the transition to a point system, the rights of working pensioners were noticeably limited. According to the Federal Law, the size of the pension level depends on the accumulated points, with one point being 74.24 rubles (in 2016). Given that a working pensioner can accumulate only three points during the year, the increase in his pension will be a little more than 220 rubles.

Now the State Duma in Moscow is discussing the possibility of giving the right of choice to working pensioners: to abandon the August re-calculation of pensions in exchange for a future increase. Thus, the deputies hope to save up to 12 billion rubles to the Pension Fund. Meanwhile, the latest news reports that the Ministry of Labor plans to reduce the cost of living of a pensioner by three hundred rubles.

Meanwhile, the first full indexation of pensions will occur on February 1: insurance pensions will increase by 4%, and social growth will occur in April. The decision on the second wave of indexations will be made at the beginning of the second half of the year, and the percentage increase will depend only on the economic situation in the country.

  How many percent will be indexed military pensions

The level of growth of social payments to military pensioners has not yet been determined. On the one hand, the size of their monetary allowance is slowly but growing. On the other hand, the average level of a military pension is 21 thousand rubles, which is much higher than the size of the insurance pension. Russian President Vladimir Putin has repeatedly said that raising pensions should affect all categories of citizens. In addition, he demanded that a lump sum payment of 5 thousand rubles be made to military pensioners. However, at present, the indexation of military pensions is frozen for one year - the relevant law (No. 430-FZ of December 19, 2016) has already entered into force.

The moratorium applies to the following citizens (and members of their families) who have served:

  • Armed forces of the Russian Federation;
  • institutions and bodies of the penal system;
  • drug control authorities;
  • law enforcement bodies;
  • fire service;
  • Rosguard.

Important! The size of the military pension is 72.23% of the monetary allowance of the current security forces and military personnel.

  What can happen in Russia from February 1, 2017

The budget for this year is planned to help the regions in Russia, in the form of social supplements to pensions. Assistance, which is envisaged for 6.4 billion rubles, will not be received by all entities. At the same time, the greatest help will be received in the Moscow region - 1.4 billion rubles. Next come Yakutia and Primorye, which will receive 1 billion rubles and 960.2 million rubles, respectively. Thus, in the following regions, after indexation, which may take place on February 1, 2017, the amount of compulsory social benefits should not be lower than the level established by the entity, the subsistence level.

It is expected that the average level of old-age insurance pension will amount to 13’657 rubles; social - 8’803 rubles; social pension for disabled children, disabled since childhood - 13’349 rubles. For working pensioners in 2017, the pension can be increased only due to the recalculation of August 1.

How will military pensions change?

This is a separate type of pension provision, regulated by law No. 4468-1 of February 12, 1993, appointed by the military under certain conditions. According to him, the indexation of military pensions may occur. in two cases:

  • with a centralized increase in salaries of military personnel;
  • with an increase in the percentage of monetary allowance (DD), taken into account.

Existing salaries have not been increased for more than five years and, most likely, this is not expected in the current year. However, on February 1, the value of DD provided for in Article 43 of the above law increased by 4%  relative to the previous value and is 72,23%   (72.23 / 69.45 \u003d 1.04) - it is on this amount that the pension coverage of military pensioners is indexed.
