According to various estimates, about 30 million Russians now live abroad, including those who have already reached retirement age. However, the fact of living abroad does not deprive a person of the right to receive a Russian pension. Naturally, if this right was honestly earned in the process of previous employment. Today, the FIU pays pensions to over 270 thousand Russian citizens living in more than 120 countries.

Which of those living abroad has the right to receive a Russian pension and what actions must be taken in order to exercise their right and receive the due pension legally?

Who is eligible for a Russian pension?

We immediately specify that only those pensioners who retained Russian citizenship upon relocation have the right to receive a pension abroad.

That is, when changing citizenship and rejecting a Russian passport in favor of the passport of the host country, such a citizen automatically loses the right to a Russian pension. And the issue of his pension provision is decided in accordance with the pension legislation of the country in which he went for permanent residence.

A Russian pension is granted to citizens living abroad upon reaching their retirement age (60 years for women and 65 years for men), subject to at least 6 years of work experience (hereinafter this criterion will be increased annually to 15 years) and the amount of accumulated pension points is not less than 6.6 points. The experience until 1991 is confirmed by relevant documents, after this time - by the fact of paying insurance premiums to the Pension Fund of the Russian Federation.

At present, the Russian Federation pays to citizens living abroad the following options for pensions, as well as other social benefits:

  • Insurance pensions;
  • State pensions, with the exception of social pensions;
  • Surcharges to labor pensions for certain categories of pensioners (pilots, miners, nuclear scientists);
  • Additional material support for WWII veterans

The procedure for applying for a Russian pension abroad

An application for applying for a Russian pension abroad should be addressed to the territorial branch of the FIU at the place of registration of the person, including temporary. A pension can be assigned to persons who only received the right to it (i.e., those who went abroad before the retirement age), and reassigned to those who went abroad as a pensioner.

To assign a Russian pension abroad for the first time, a number of documents must be provided to the territorial branch of the PFR, in particular:

  • statement;
  • a copy of the passport of a citizen of the Russian Federation;
  • copy of SNILS;
  • documents confirming the experience (work book, certificates of employment);
  • salary certificate for any 5 years;
  • other documents, the composition of which depends on the specific situation

It should be noted that Russia has concluded special international agreements with a number of countries (15 agreements with 19 countries), in accordance with which the procedure for the appointment and calculation of pensions for Russian citizens living in a particular country is determined. Subtleties and nuances of transferring a pension abroad

Since January 2015, certain changes have occurred in the procedure for paying pensions to Russian citizens residing abroad. If before this, pension payments were transferred to pensioners abroad in foreign currency, now they will be paid in rubles, and only in the Russian Federation, to a specially opened account or to an authorized person.

Note that the new pension payment procedure applies to those who are only now receiving the right to receive a pension. The same pensioners who previously made payments abroad upon application, the previous procedure will be maintained.

Social benefits, which are established by law, are required for every citizen, especially for pensioners. Even moving abroad the country does not deprive them of this right. But in order for payments not to be stopped, certain rules should be observed and the following documents should be drawn up.

In what cases is the transfer of pension payments provided

According to the law, it is possible to transfer pensions if the move occurs:

  • Outside the country;
  • Within the state.

In the latter case, paperwork takes place after the move, and in the first case, before moving to another country. Payment transfers are made in almost every case.

  • Labor pensions;
  • Disability pensions;
  • Benefit for the loss of the breadwinner.
  • When withdrawing the latter from the country, there are certain restrictions.

How is a pension transferred in the state

In a new place, everyone who receives any payments of this nature has the full right to arrange such an operation. To do this, you will need to submit the relevant documents to the Pension Fund of the city where further residence is planned:

  • Application of a special form with a request to make a transfer;
  • Passport or document replacing it;
  • Confirmation of registration.

Submission of relevant documents can be carried out in several ways:

  • Upon direct arrival with the whole package of documents to the Pension Fund;
  • By sending a registered letter containing the specified documents;

It is worth noting that if a pensioner cannot independently apply for paperwork, then this can be done:

  • Representative having a power of attorney on hand.
  • Employer, if at this moment a pensioner is officially working.
  • A representative who is established by law when a pensioner is disabled or incapable.

In some cases, a person may move to a new place of residence, but remain registered where he previously lived. In such cases, everyone also has the right and opportunity to transfer the pension, and it will be necessary to indicate the address of the existing residence in the application.

It is worth noting that the transfer when changing the place of residence is not an obligation, but a right. Even if payments are accrued on a bank card, it is better to transfer the pension, since at certain times certificates may be required, as well as some documents related to such payments. And you can get them only where accrual is carried out. When a pensioner moves within the country, an application to the Pension Fund should be made upon the move. It should be understood that payments will be made upon application, but payment will be made only after a month.

Such an operation is a long and laborious process, which involves first of all sending all the papers. Therefore, if the move is planned temporary, for example, on a visit, then it is more advisable to arrange card account   or ask for relatives or friends to receive pensions.

Transfer of pension when moving outside of Russia

But the transfer of such payments when moving to another country must be made in advance. First of all, it is worth taking care of registration in another country in advance and obtaining the relevant certificate. To make such a statement is worth at least a month. When handling, you should have:

  • Request for transfer, issued in the form of a corresponding application.
  • Help from the relevant authorities of the country where the transfer will be made.

If it is necessary to transfer the survivor benefit, in addition to these documents, you will also need to provide a certificate of employment abroad.

  • When applying directly to the Pension Fund.
  • When contacting the multifunctional center.
  • Using the services of the appropriate representative.
  • Through an online service to provide related services.
  • By sending documents by mail.
  • It is worth remembering that when sending documents by mail, the countdown of the month for registration will be made from the moment documents are received in the Fund.

There is a list of restrictions on the withdrawal of pensions outside the country. Pensions other than labor pensions that were assigned until 01/01/2015, can only be paid in Russia. In this case, when completing the transfer, it is necessary to indicate the method of obtaining benefits at home. There are two options:

  • A pension is received by a trustee, and then sent abroad by transfer.
  • Transferring money to an account in certain institutions.

Features of pension payments abroad

In Russia, pensions are transferred abroad to an account with a bank of a foreign nature. An account is opened by a pensioner, and transfers are made according to a schedule. Where to go

Citizens of the Russian Federation living abroad who are registered at the place of residence or stay on the territory of Russia, an application for a pension or pension, and the necessary documents are submitted to the territorial authority of the PFR at the place of registration in the Russian Federation.

Citizens living abroad who do not have registration on the territory of Russia, submit an application for the appointment of a pension and documents to the FIU by postal address: 119991, Moscow, st. Shabolovka, 4, GSP-1.

The personal reception of citizens living abroad who do not have registration on the territory of Russia (their proxies), and the acceptance of documents from them is carried out by the Pension Department of persons living abroad, the FIU at the following address: Moscow, st. Pension Options

This option is possible if a citizen of the Russian Federation has moved to live abroad both before and after the right to receive a pension under Russian law.

Documents for the appointment of a pension:

  • application for the appointment of a pension and for the delivery of a pension - two forms are filled out;
  • copy of the Russian passport;
  • copy of the certificate of compulsory pension insurance (SNILS) (if any);
  • documents on insurance experience: the original work book or a clear, readable copy of the work book, notarized, or the original certificates of periods of work;
  • certificate of wages for any 5 consecutive years of work. The certificate must contain the number and date of issue, last name, first name, middle name of the person to whom the document is issued, the grounds for issue, as well as information about the deduction of contributions to the Pension Fund (if the certificate is submitted for the period from 1991 to 2001). The salary certificate must be signed by the head of the enterprise, chief accountant and certified with a seal. Submitted in the original;
  • copy of military ID. Provided in case of military service. In the absence of a military card, a certificate of the military commissariat on the period of military service may be presented;
  • copy of the document on the change of last name. It is provided if the surname changed upon marriage or divorce;
  • copy of the birth certificate of the child. Provided in case the unemployed mother is on parental leave until they reach the age of one and a half years;
  • a certificate confirming the permanent residence outside the Russian Federation, indicating the date of moving, including from one foreign state to another, which is issued by the diplomatic mission or consular post of the Russian Federation.

All copies are certified at the Russian consular overseas office. You can submit an application with documents in person, by mail or through a representative whose authority must be notarized.

Pension recoveryappointed to the person to whom she was suspended (terminated) in connection with the departure for permanent residence outside the territory of the Russian Federation, in accordance with Russian legislation is made on the basis of:

  • applications for leaving the Russian Federation - fill out the form;
  • certificates confirming permanent residence outside the Russian Federation (issued by diplomatic missions or consular posts of the Russian Federation);
  • certificates on the performance (non-performance) of paid work (in cases established by the legislation of the Russian Federation).

In 2017, 19 international treaties were in force that governed the relations of Russia in the field of pension provision with 23 states. PFR payments under these agreements were received by 45.1 thousand pensioners abroad (in 2016 - 43.4 thousand). And PFR expenses on pensions under international agreements increased by 8.6% and amounted to 3.8 billion rubles (in 2016 - 3.5 billion rubles).

At the same time, the number of foreign pensioners living in Russia and receiving payments under these agreements is much less - 4.3 thousand people (in 2016 - 3.4 thousand people). The cost of paying them pensions amounted to 392 million rubles, which is 21% more than the expenses for the previous year (323 million rubles).

Among the countries with which Russia has concluded pension agreements, the largest number of Russian pensioners are:

Of the countries with which Russia does not have such agreements:
