These resources can be redirected to investment in the economy, which will significantly accelerate GDP growth.

Which of the models will be introduced in Russia depends on economic indicators, while the final version of the revision of pensions will be announced in 2018. After the election, officials will have more room for maneuver in this matter.

Changes for 2019

The innovations of the resolution for 2019 are:

  • Monthly compensation for local telephone subscribers - 250 rubles.

  • disabled people of groups 1, 2 and 3, including children with disabilities;
  • children with disabilities;
  • children who have lost one or two parents, under the age of 18 years (or before reaching 23 years of age, subject to full-time education in educational institutions), if the parents did not have work experience (otherwise insurance pension is supposed);
  • citizens representing small indigenous peoples of the North who are older than 50 (for women) and 55 (for men) years, with permanent residence in the indigenous places of residence approved by the Government of the Russian Federation;
  • unemployed men after 65 years and women after 60 years (provided there is no insurance experience), including foreign citizens and stateless persons who can confirm permanent residence in Russia for 15 years or more.

Will there be an indexation of insurance pensions?

The most common type of pension is insurance pensions. It is assigned to people who have insurance coverage and deductions on individual personal accounts. However indexation of insurance pensions   (including working pensioners)   from April 1, 2018   not planned.

Usually, the increase took place in February, but this year pensions will be revised everywhere starting from January 1, which will allow receiving reinforced amounts a month earlier.

A specific indicator has been determined that will affect the increase, it will be equal to 3.7%. Experts have calculated that when converted to this coefficient, the average increase will be 420 rubles.

Social retirement benefits

This category includes citizens who, at the time of going on a well-deserved rest, did not accumulate the required minimum length of service in order to fall into the previous category. This also includes some veterans, people with disabilities, individual dependents.

The average amount of such a pension today is 8.7 thousand, although some receive only 5 thousand, while others receive 16 thousand. It all depends on the grounds for receiving monthly payments, which are calculated individually in each case.

In 2018, the pension increase for this social group will be 4.1% of the total. True, the increase will not happen in January 2018, as in the previous case, but in April.

State Pensions

  • federal officials;
  • astronauts and pilots;
  • military personnel;
  • people affected by technological disasters and officially confirming their status;
  • citizens who survived the blockade;
  • participants of the Second World War, etc.

Working pensioners

Working pensioners in Russia in 2017 amounted to 12-14 million people. For this category, a few years ago, the possibility of indexing payments was frozen, and they will not be restored in 2018, according to Minister Topilin.

Instead, a different compensation system for deductions of taxes and insurance contributions from salaries for working pensioners is provided. A conditional unit has been introduced, which allows you to convert insurance premiums into points. One such point during 2018 will be equal to 81.5 rubles.

The increase for working pensioners will take place in the third quarter - in August, that is, they will be able to receive the first reinforced amounts in September. It will consist of points that everyone could earn over the past period. The maximum number of convertible points is limited to three, which means that the maximum increase in pension will be equal to 244 rubles. That is, the additional amount is likely to be almost the same for all working pensioners and will not depend on the level of current salary or pension.

This recalculation will be carried out by the Insurance Fund authorities on their own. To accrue points, the recipient does not need to contact the authorities with statements; all the necessary data are available in a common database and will be processed without a request.

Thus, we can say that throughout 2018, pensioners of all categories will receive an increase in their pension, which will make it possible in most cases to block the 2017 inflation rate. Additives will be able to partially offset the cost of basic goods and services, which will allow recipients to continue to maintain a decent standard of living.
