The news is constantly passing information about the lack of money in the budget and the need to increase the retirement age in Russia. The Pension Fund speaks of a balanced budget, while economists argue for reform.

Conversations have been going on for many years. Today, everything remains the same: the law has not changed. Entering an insurance pension under general conditions is possible upon reaching the minimum generally established retirement age.

Generally established age

The right to an old-age insurance pension on a general basis arises when men reach the age of 60 years, and women - 55 years. This is the established border for applying for an old-age pension in Russia.

In 2018, men born in 1958 have the right to apply for a pension in Russia.

Medvedev's new reform project since 2019

The government of Dmitry Medvedev has proposed a new option to increase the retirement age from 2019. The proposed bill proposes to do this gradually. Starting in 2019, the bar will increase by one year. Men born in 1963 and later will retire at the age of 65. For women born in 1971 and later, the retirement age will be 63 years.

The new rules do not apply to current retirees. They will continue to receive defined benefits. According to economists, these measures will increase the average pension by 1,000 rubles.

It is proposed to leave the benefits for early retirement in the same way. However, for workers in special climatic conditions, changes in the shift of age upward are possible.

Early retirement

Reduced retirement age can be reduced to workers in preferential categories. These categories include:

  • Educators;
  • Medical workers;
  • List 1 and 2;
  • Creative workers;
  • Mothers of children with disabilities;
  • Mothers having many children (at least 5 children);
  • Northerners;
  • Unemployed.

This is not an exhaustive list of citizens eligible for reduced retirement age requirements. The list of preferential professions and categories is listed in the articles. For them, early assignment of an insurance pension is possible before the established age.

The main reasons for which there is a decrease in the retirement age is the nature and working conditions. Increased requirements for seniority allow early retirement.

List 1 and List 2

Working conditions can be difficult, harmful and dangerous. To do this, approved lists of such professions.

Work experience on lists gives the right to early retirement insurance. The table below shows the required length of service to reduce the retirement age:

Retirement Age in the North

Severe climatic conditions also negatively affect human health. Work in the Far North and areas equated to them gives an early right to retire. Unlike Lists, there are no conditions for the name of a profession.

In the case of mixed length of service, one year of work in the MPKS is transferred to nine months of work in the CSW.

Doctors and educators

Regardless of the age, teachers and medical workers receive a pension when developing a minimum established professional experience.

30 years of service are established for medical workers, and 25 years for pedagogical workers. Preferential calculation of the duration of work is also provided. For example, the retirement age of the operating nurse of the surgical department will be reduced even more, because experience is considered as a year and a half.

Motherhood

At the age of 50, mothers of children with disabilities and women with five children can exercise the right to their old-age pension.

This requires confirmation of the upbringing and presence of living children up to the age of 8 years. In case of early death of the child or deprivation of parental rights, the retirement age will not be reduced.

Unlike fathers with many children, fathers of children with disabilities also have the right to retire early if their mother has not used this right.

Unemployed

At the suggestion of the employment service, the term for establishing an old-age pension may be reduced ahead of schedule.

Priority is given to citizens with a reduction and a long lack of employment opportunities in accordance with the Law of 04/19/1991. No. 1032-1 "On employment in the Russian Federation."

The retirement age for them cannot be reduced by more than two years from the generally established one at 55 for women and 60 for men.

During the period of receipt of such payments, a pensioner cannot be employed. In case of resumption of work, the pension is terminated.

Retirement Age Increase

For the first time since 1930, an increase in the retirement age has occurred in Russia , but only for government civil servants who continue to hold office.

Since 2017, for all employed civil servants, the retirement age has been increasing annually by six months, including for conditions of early exit. This means that in 2018, women born in the second half of 1962 and men born in the second half of 1957 will receive the right to receive an insurance pension.

As a result, the retirement age of civil servants will be 65 for men and 63 for women. Please note that this restriction applies only for the period of filling persons with posts:

  • public office of the Russian Federation;
  • public office of the subject of the Russian Federation;
  • positions of the state civil service (federal state civil service);
  • state civil service of the constituent entities of the Russian Federation ;
  • municipal office on an ongoing basis
  • municipal service posts.

In the event of dismissal from public service, generally established age requirements (60 and 55 years) are presented. It should be noted that when an insured person is appointed to the post of civil servant after retirement, there are no grounds for terminating it.

Which is proposed to increase the retirement time for Russians for 5 years for men and women, was considered and adopted by the deputies of the State Duma in the final third reading on September 27, 2018. On October 3, 2018, Law No. 350-FZ was signed by President V. Putin. The text of the law itself can be found below:

The law provides for the adjustment of the retirement age from 2019 as follows:

  •   "Extend the period of work" up to 60 years old   instead of 55 now established (increase will be 5 years);
  • for men to postpone retirement up to 65 years old   instead of the previously stipulated 60 (an increase of 5 years).

On August 29, 2018, President Vladimir Putin proposed relaxing the retirement age for women and increasing it for them by only 5 years, i.e. up to 60 years old, instead of 63 years proposed in the initial draft. The corresponding amendment of V. Putin was adopted by deputies in the second reading of the bill.

All changes that are established by law will only apply to those who were to retire. after January 1, 2019   (cm. ).

Those who are already retired will not be affected by these changes (on the contrary, the funds saved from raising the retirement age will be used directly to increase pensions - from 2019 the increase will be on average).

How will the retirement age increase from 2019?

According to the old law, they had the right to retire early on receipt of the required number of years of service - 25-30 years old   depending on the place of work. Under the new law, all requirements for seniority in these professions will remain the same, but pension payments can be made only 5 years after acquiring the required experience.

Starting from 2019, a transitional period will also take place for these categories of workers, during which each year the border of the period of working capacity will be carried forward for a year compared to previous periods. The retirement schedule for the new law can be determined from the data presented in the table below:

Note: **   According to the amendment proposed by President V. Putin, citizens who were supposed to apply for a pension in 2019 and 2020 under the old law will be able to do this 6 months earlier than the new retirement age.

Thus, starting in 2019, teachers and doctors can acquire the right to receive an early pension only after a certain number of years after receiving the required special experience:

  • after 0.5-4 years during the transition period (from 2019 to 2022);
  • 5 years after acquiring the required length of service, starting in 2023.

Retirement Schedule for Far North Workers

Raising the retirement age will affect future recipients. Previously, northerners had the right to early registration of pension payments upon reaching 50 years (women) and 55 (men). The new law provides for them to increase the period of working capacity by 5 years (i.e., up to 55 and 60 years). In addition, a transition period from 2019 to 2023 will be similarly provided for them.

Thus, men born in 1964-1967 and women born in 1969-1972 are subject to transitional provisions - for them, the “working period” will increase by 0.5-4 years. Retirement age differs from generally established standards. This applies to the following categories of citizens:

Since 2019, Russians with long work experience can retire ahead of schedule -. Such a basis was introduced in order to mitigate the consequences of the conduct.

Retirement age in Russia since 2019

Effective January 1, 2019 law No. 350-FZ of October 3, 2018, according to which the retirement age, the achievement of which allows the Russian citizen to issue insurance old-age pension payments, was increased by 5 years. Now retirement age is 65 years for men and 60 for women.

For those citizens who were supposed to retire in 2019-2020, the law provided for a special benefit. They can apply for retirement benefits. 6 months earlierthan the schedule for raising the retirement age suggests. Accordingly, for 2019, the increase will be only six months, and for 2020 - one and a half.

The table shows the generally established standards for the retirement age for an old-age insurance pension. Early retirement in 2019

Pension legislation provides for certain categories of citizens for various reasons:

  1. When establishing special work experience by profession:
    •   (working in the conditions of the Far North and areas equivalent to the COP);
    • for,.
  2. For health or social reasons   (, parents and guardians of children with disabilities, etc.).
  3.   (42 years for men and 37 years for women).

Harmful pension

Workers with experience in difficult, harmful or hazardous working conditions, legislation provides for early retirement benefit.

Reducing the retirement age for these citizens depends on:

  • their profession (from the so-called, and "small lists");
  • the duration of the special (harmful) experience;
  • the duration of the total.

The list of professions, work and working conditions, the requirements for insurance and preferential length of service, as well as the preferential retirement age established for these persons are indicated in paragraphs 1 - 18 of Part 1 of Art. 30 and Art. 31 of the law dated December 28, 2013 N 400-ФЗ " About insurance pensions».

Retirement for northerners from 2019

For citizens living and working in the Far North (CS) and equivalent localities (ISS), a pension is assigned ahead of schedule   - to achieve. The provisions of Section 32 of Law No. 400-FZ establish the following retirement age standards for northerners:

Retirement pension for teachers and health workers

Eligibility for early retirement pension medical and teaching staffwho have developed the necessary length of service by profession:

  •   need to work out not less than 25 years   in institutions for children (Section 19, Part 1, Article 30 of Law No. 400-FZ);
  •   need to work not less than 25 years   in the countryside or 30 years   in the city (Section 20, Part 1, Article 30).

Since 2019, the standards for length of service for teachers and doctors have not changed, but the procedure for applying for a pension has been adjusted:

  • Until the end of 2018, these categories of citizens could apply for a pension immediately after the development of the necessary special experience.
  • On January 1, 2019, the provisions of part 1.1 of art. 30 of Law No. 400-ФЗ, according to which the date of payment postponed for 5 years after the development of experience.

These changes will be introduced gradually, with an annual increase in deferral for 1 year. In addition, in the first 2 years (in 2019 and 2020) there will be a mitigating amendment to the law, which will reduce the delay by 6 months.

Early retirement pension for unemployed in 2019

Citizens who have lost their jobs due to downsizing or liquidation of an enterprise   and registered with the employment service, pension payments can be made ahead of schedule. Such an appointment occurs:

  • at the suggestion of the employment service and with the consent of the unemployed;
  • in case of impossibility to get a new job;
  • not earlier than two years before the retirement age, including on preferential grounds;
  • in the presence of 25 years for men and 20 for women, as well as the required number, depending on the year of retirement (for example, in 2019 you need 16.2 IPC).

Early retirement benefits for the unemployed are assigned and paid in accordance with Part 2 of Art. 32 of the Law of the Russian Federation No. 1032-1 of 04/19/1991 “On employment in the Russian Federation”.

Upon reaching the statutory benefit, recipients of early retirement pension as unemployed re-register their pension for old-age insurance. For more information about applying for an early pension to unemployed citizens, see the article on.

Who is still entitled to an early retirement pension?

Some categories of Russians receive an old-age pension earlier than the generally established retirement age due to health   or for social reasons. The list of these citizens is listed in Art. 32 of the law About insurance pensions". These include, for example:

  1. Mothers with five or more children who raised them up to 8 years old;
  2. Parent, guardian of a disabled person since childhood, raised him to 8 years;
  3. Disabled people as a result of military trauma, disabled people of the 1st group of vision;
  4. Citizens related to midgets and dwarfs and so on.

The pension coverage of these citizens is established ahead of schedule in the presence of the amount provided for by law.

Since 2019   the list of such privileged categories of citizens was expanded - it was included. They now have a fixed retirement age:

  • 56 years   - for mothers with 4 children;
  • 57 years   - for mothers with 3 children.

Raising the retirement age for civil servants since 2017

Since 2017, the law on raising the retirement age has entered into force. The law applies to employees of state and municipal authorities, as well as to persons holding political positions. According to the adopted law, this category of citizens has the right to the appointment of a pension for long service will arise:

  • in men upon reaching age 65 years oldin women in 63 years;
  • with a minimum length of service in state. bodies 20 years.

An increase in age and minimum working experience will occur gradually   - from 2017 they will increase annually for 6 months.

Law No. 350-FZ adopted in 2018, a schedule for raising the retirement age for civil servants it was changed. Since 2020, the step with which the age value changes annually will be not half a year, but 1 year. It includes works that pose a danger to the health and life of people: in deep mines (more than 150 m) with harmful gas-dynamic manifestations, the possibility of mountain strikes and explosions, while mining minerals harmful to health.

Workers in textile and sewing enterprises

At 50 (with work experience of 20 years).

Military personnel and employees of law enforcement agencies, Ministry of Emergencies

Men - at 55 years old, women - at 50. About the calculations relating to the military should be said separately.   There is simply no specific age limit for being in the ranks of military personnel and structures, since it needs to be calculated on the basis of a person’s specific track record.

This list includes the required requirements:

  • Work experience of 20 years or more, of which half should be in the army;
  • The presence of awards, titles, special merits (for example,);
  • Availability of preferential rates, for example, service in hot spots, participation in hostilities, injuries;
  • Disability received during the years of service.

Legislators do not consider raising the age of retirement for military personnel in the coming years (more on how old the military is when retiring).

As for the police, with the introduction of the new law they have the right to an early one with 25 years of experience, of which half the term must be worked out in the bodies.

Mothers having many children

From the age of 50. Early retirement conditions: work experience of more than 15 years, birth and upbringing of 5 children up to eight years of age, taking into account the upbringing of adopted children.

The law has a lot of inconsistencies regarding the issues of retirement of mothers with many children, therefore, amendments are planned to be introduced into it.

The liquidators of the accident at the Chernobyl nuclear power plant

The law does not mean a single figure, which would mean the time of retirement in preferential order for Chernobyl victims. This is due to the fact that they were liquidated for different periods of time, and the retirement earlier than prescribed by law depends on the length of stay in the danger zone.

Medical workers

A benefit for physicians also exists, but without specifying the exact age.

The presence of appropriate work experience in medical institutions can send doctors on a preferential pension at any age, and it is not a fact that this will happen before the age of 50:

  • It is necessary to work out 25 years in the countryside.
  • In urban hospitals - 30 years.

On the prospects for changing the law

Changes to the law have already been adopted after long discussions in the State Duma of Russia.

The main innovations that are introduced into the law:

  • Increasing the retirement age threshold. Changes will occur gradually, every 6 months.
  • The increase in the age pension will affect state and municipal employees, starting at the federal level.
  • A phased increase in the minimum length of service for this category of workers. It is planned to raise the bar to 20 years.
  • Raising the minimum term of office of deputies of the State Duma and the Federation Council of the Russian Federation. For supplements to the pension, the official will need to work at least 5 years, for increased supplements - at least 10 years.

Changes in Russian law is an element that is being prepared in the government. One of its main points will be raising the retirement age for all categories of workers.

Today, it is beneficial for the state to raise the pension plan specifically for civil servants, because it will save money on the payment of pensions, which are completely different from ordinary ones, and also keep qualified personnel longer.

Raising the retirement age in Russia up to 65 years for men and 60 years for women   started on January 1, 2019 and will happen in stages. Recall that initially the Government proposed to fix the generally established period of disability for men at the age of 65, for women - up to 63 years(i.e. increase relative to current standards by 5 and 8 years, respectively). After that, the President instructed to reduce the retirement age for women by 3 years - up to 60 years.

Given the parameters of reform, raising the retirement age will affect almost all Russianswho until 2019 will not have time to retire according to the old standards still in force in 2018 are 60 years for men and 55 years of women (with the exception of some privileged categories of working citizens, which this reform will not affect at all).

New law passed in no way affect   on current retirees, as well as persons who already have the right to receive an insurance pension by the end of 2018. How will the retirement age increase?

Considering the mitigation measures proposed by President V. Putin, going through an increase in the retirement age will be phased   - with an increase in the “period of working capacity” of Russians annually for 1 year, with the exception of 2019 and 2020, when preferential registration of pension payments will be provided - 6 months ahead of schedule. As noted earlier, the adjustments presented in the law will affect all citizens who were supposed to start retiring from January 1, 2019. This means that these measures will generally affect   men, born in 1959, and women 1964 and younger.

Since the new law provides for transitional provisions within 5 years (see table above), then during these years, not final (65/60 years), but intermediate   value of retirement age. For men born in 1964-1967 and women 1969-1972 working in the conditions of the Far North, intermediate values \u200b\u200bof retirement age will be set - the “work period” for them, depending on the year of birth, will be increased by 0.5-4 years. For men born in 1968 and later, and women starting in 1973, the final value of the retirement dates will be established, respectively 60 and 55 years old.

How many years will teachers and health workers retire?

Previously, for early retirement it was also necessary to obtain a special seniority ( from 25 to 30 years   depending on the place of work). Upon completion of the “transition period”, it will be possible to obtain the right to early registration of these categories of workers only after 5 years   after acquiring the necessary length of service.

At the same time, the increase will also occur in stages: annually the term of early appointment will be carried forward for 1 year   (except for the first two years - 2019 and 2020), until the final value is established at 5 years old (in 2026). The relevant changes provided for in the new law can be illustrated by the following table:

Note: **   - The values \u200b\u200bare indicated taking into account the early retirement 6 months earlier than the stipulated term - such an amendment was proposed by V. Putin and supported by the State Duma.

Thus, for those teachers and health workers who acquire the necessary in the period from 2019 to 2022, retirement will be postponed for a period of 0.5 to 4 years. Upon receipt of the necessary preferential length of service in the year 2023 and later, it will be possible to retire ahead of schedule only after 5 years   (i.e., respectively, in 2028 and later).
