In 2017 the number working years must be at least 8, and the coefficient must be at least 11.4 points. The issue of calculating pension benefits is set out in detail in Law No. 400 of 2013.

Pension increase in 2017 for working old-age pensioners

Russians can expect another pension increase in 2017. Last news came from the Russian Government, which published a corresponding decree signed by Prime Minister Dmitry Medvedev.

Next year, pensions will be indexed according to the usual scheme, Russian Prime Minister Dmitry Medvedev said during an interview with journalists from leading Russian television channels.

“Next year it was decided to return to the usual indexation of pensions. That is, in the first quarter of next year, the pension will be indexed by 5.8% - according to inflation for the current year,” the prime minister noted.

According to the official, “huge amounts of money” are planned for indexation of pensions in next year’s budget. “In total, this is 7 trillion rubles,” Medvedev assured.

Let us remind you that this year the indexation of pensions was replaced by a one-time payment of 5 thousand rubles. “As a result of the payment there will be an increase actual size pensions. This five thousand payment, in fact, means the second part of indexation. And for some pensioners, these 5 thousand are more than they would receive with indexation,” Medvedev noted.

Indexation of pensions from February 1, 2017

Indexation of pensions in February 2017 will be carried out in full for 2016 inflation.

Budget draft Pension Fund Russia for 2017 and for the planning period of 2018 and 2019, adopted by the State Duma on December 9, provides for a forecast inflation rate of 5.8%. Size fixed payment after indexation will be 4,823.35 rubles per month, the cost pension point– 78.58 rubles (in 2016 – 74.27 rubles). The final indexation amount will be known in January, when Rosstat publishes the official inflation rate. The individual pension coefficient for all pensioners will be indexed exactly by this index.

Indexation of survivor's pensions

The Cabinet of Ministers decided to index survivor pensions from April 1, 2017 in full, as required by law. From April 1, 2017, survivor pensions will be increased, and from February 1, 2017, social payments and the cost of preferential services will be indexed.

How much will pensions increase for families who have lost their breadwinner?

The indexation of pensions in the event of the loss of a breadwinner will be 5.4 percent, this figure was announced in the Cabinet of Ministers. The government promised to index pensions twice in 2017; from February 1, social payments will be increased for all categories of pensioners, and from April 1, survivor pensions will be increased. In addition, in accordance with the statement of the head of the Ministry of Labor Maxim Topilin following a meeting of Russian President Vladimir Putin with members of the government, from April 1, 2017, pensions will be indexed by 0.4%. As a result, the overall indexation of insurance pensions in 2017 will be 5.8%.

The average annual old-age insurance pension in 2017, as a result of indexation, will be approximately 13,657 rubles.

Unfortunately, we have to admit that pensions of working pensioners in 2017 will not be indexed in the same way as in the previous year. Moreover, pensions of working pensioners will not be indexed until at least 2019. Currently, the number of working pensioners in Russia is estimated at 9.6 million people.

In addition to insurance pensions, from February 1, the monthly cash payment (MCB), which is paid monthly to all federal beneficiaries (all disabled people, combat veterans, Chernobyl victims - almost 16 million people), will be indexed. The EDV, as well as insurance pensions, will be indexed by 5.8%.

State pensions, including social pensions

Insurance pensions and social payments will be indexed to the inflation rate

“From February 1, 2017, insurance pensions will be indexed in accordance with the inflation rate - by 5.4%,” Topilin told reporters following a meeting of the president with members of the government on Wednesday.

Also, from February 1, all social payments will be indexed to the inflation rate - child benefits, payments to war veterans, and disabled people. This indexation will also be 5.4%.

In January 2017, pensioners will receive a one-time payment of 5 thousand rubles. It applies to absolutely all pensioners living in Russia: both civilian and military. The pension fund will make payments based on the documents contained in the pension file, so there is no need to contact the Pension Fund or submit an application. If a pensioner receives two pensions (for example, a military pensioner), one of which is paid through the Pension Fund, a lump sum payment will be made by the Pension Fund.

From February 1, 2017 insurance pension non-working pensioners, as well as the fixed payment to it will be increased by the inflation rate for 2016. The forecast inflation rate was 5.8%. The size of the fixed payment after indexation will be 4,823.35 rubles per month, the average amount of the old-age insurance pension is 12,289.73 rubles. The value of the pension point will also increase in 2017. It will be equal to 78.58 rubles (in 2016 - 74.27 rubles).

From April 1, there will be an increase in state pensions, including social pensions, for both working and non-working pensioners by 2.6%. As a result, in 2017 the average social pension will be 8,040 rubles. The average social pension for disabled children and group I disabled children since childhood will be 12,213 rubles.

As before, in 2017 there will be no pensioners in Russia with a monthly income below the pensioner’s subsistence level. All non-working pensioners will receive a social supplement to their pension up to the subsistence level in their region of residence. In the Saratov region for 2017 it is set at 7,700 rubles.

From January 1, 2020, old-age insurance pensions for many Russians will increase not by the previous year’s inflation rate, but by a fixed amount.

Previously, pensioners knew that their payments were indexed depending on rising prices in stores.

In 2010, the pension increase was 6.3%, in 2011 - 8.8%, in 2012 - 10.65%... But then the “fat” times ended. In 2016, insurance pensions were increased by only 4 percent, in 2017 - by 5.8%, and in 2018 - by 3.7%.

The year 2019 unexpectedly became a turning point. Old-age insurance pensions increased by 7.05 percent in 2019, which is almost twice the level of last year's inflation. In monetary terms, the pension increased by an average of 1,000 rubles.

Such generosity was associated with the beginning of an increase in Russia retirement age. Russian President Vladimir Putin then said in his televised address that “in the next 6 years, we will be able to annually increase old-age pensions for non-working pensioners by an average of 1 thousand rubles.”

Elena Bibikova, Deputy Chairman of the Federation Council Committee on Social Policy, announced plans for indexation of pensions in an interview with Parliamentary Newspaper. According to her, from the new year 2020, old-age insurance pensions for non-working pensioners will increase by 6.6%. The size of the pension point will increase to 93 rubles (currently it costs 87 rubles 24 kopecks).

If we consider that the inflation forecast for 2019 is 3.2 - 3.7%, then the indexation of 6.6% will indeed be higher than inflation.

What will the pension increase be in 2020?

Journalists from the publication AiF set out to answer this question. According to their calculations, if in 2019 the average pension is 14,826 rubles, then the average increase next year will be 979 rubles.

Of course, this is not 1000 rubles, as Putin promised, but it’s almost similar. And that's already good.

Of course, you need to understand that this is the average value of the pension increase in the country. If someone’s pension is less than 14,826 rubles, then, accordingly, the bonus will be less. To find out how much your pension will increase from January 1, 2020, you need to multiply its current size by 0.066 (6.6%).

What indexation is planned for 2021-2022?

This is stated in the Main characteristics of the budget of the Russian Pension Fund (PFR) for 2020-2022.

The document also says that in 2021 the cost of a pension point will be 98 rubles 86 kopecks - an increase of 6.3 percent, in 2022 - 104 rubles 69 kopecks, that is, pensions will be indexed by 5.9 percent.

The Russian Pension Fund will return to indexing pensions to the level of inflation for the previous year only in 2025. By this time, Russians' pensions should increase by about 6,000 rubles. It is expected that their average size will be 20,306 rubles.

Pension supplement in 2020 for working pensioners

All of the above applies only to NON-WORKING pensioners. But what can their working comrades expect next year? To be honest, we can only be glad that at least they were not prohibited from receiving a pension and a salary at the same time. But there were rumors that in Russia they would abolish pensions for working pensioners altogether!

But Deputy Prime Minister Tatyana Golikova in the “Sunday Evening with Vladimir Solovyov” program on the Rossiya 1 TV channel assured that “working pensioners continued to receive pensions and wages, and will continue to receive both pensions and wages.”

What about indexing? Nothing. More precisely, There will be no increase in the old-age insurance pension for working pensioners from January 2020.

In addition to the old-age insurance pension, our country also has the so-called “social pension”. It is received by men and women who have reached 65 and 60 years of age, respectively, as well as disabled people, that is, the “disabled population.”

Recalculation of pensions in August 2020

Recalculation of pensions for working pensioners is usually carried out from August 1. Working pensioners were denied an increase in their insurance pension, but there will still be a recalculation in August.

Pensioners who worked in 2019 will have their insurance pensions increased in August 2020 (non-declaration recalculation) based on the pension points accrued for 2019.

However, most likely, like last year, not all the salaries of working pensioners will be taken into account. In past years, the increase in August in monetary terms was no more than 3 pension points, that is, approximately 200-250 rubles. In 2020, the maximum increase will also most likely be equal to the monetary equivalent of 3 pension points.

Minimum level pension provision in Russia must always be no lower than the subsistence level of a pensioner in the region where he lives. If the amount of the pension together with other due non-working pensioner payments will be below this subsistence level, then a social supplement will be established for him.

    Pension increase in 2017 for old-age pensioners

    Labor (after pension reform insurance) pensions are increased by indexation (SIPC) and (FV) - components of the insurance pension after the pension reform in 2015. After the increase on February 1, 2016, these parameters were established in the following values:

    • the cost of a pension point is 74.27 rubles;

    Indexation of pensions for working pensioners

    As one of the anti-crisis measures, a decision was made to increase pensions for working citizens in connection with the annual increase in their number. According to Rosstat for 2016, the share of working citizens was 36% of the total number of pensioners.

    It is believed that the material security of pensioners who continue to work is higher than that of non-workers, since in addition to the pension they have additional financial income in the form of wages.

    Thus, the law of December 29, 2015 No. 385-FZ came into force, which from 2016 provides pensions to working recipients until they leave work. After dismissal, they will be returned to the usual indexation procedure, taking into account all increases that took place during the work.

    • Working pensioners from January 1, 2017 this restriction will not be lifted and their pension will be increased in February will not.
