Payments to non-working pensioners per year. How much will a survivor's pension

Lump sum payment to pensioners in 2018: when will it be, how much, who should

At the beginning of this year, Russian pensioners received a lump sum payment of 5 thousand rubles. Of course, now many are interested in whether lump sum payments will be paid in 2018.

Lump sum payment to pensioners in 2018: when it will be, how much, to whom it is due. One-time payment of 5000 rubles.

It should be noted that a one-time payment in 2017 was introduced by the government as compensation for the lack of re-indexation. The fact is that in 2016, pensions were indexed below the inflation rate of the previous year. Therefore, the government decided to provide a lump sum payment of 5 thousand rubles.

But, as the government noted, the pensions of Russian pensioners will be indexed in January 2018 by 0.5% higher than the forecast inflation rate of 2017.

Moreover, the authorities have already announced the indexation of pensions not only for non-working pensioners. In April, social benefits will increase for certain categories of citizens, and in August there will be a recalculation of the pensions of those who continue to work after retirement.

Lump sum payment to pensioners in 2018: to whom will raise pensions

In 2017, the indexation of pensions will be carried out from January 1. According to the Minister of Labor and Social Protection Maxim Topilin, it has already been decided that pensions will be indexed by 3.7%. After indexing, the average size of old-age insurance pensions will increase from 13,657 rubles to 14,045 rubles. That is, the average increase is about 400 rubles.

From April 1, social pensions will also increase. They are received in Russia by more than 4 million people. These are mainly people with disabilities, war veterans, children without a breadwinner in the family and other beneficiaries, as well as those who do not have the required work experience. Now the average size of a social pension is 8742 rubles and from April 1, 2018, it will grow by 4.1%.

Of the 43 million Russian pensioners, 14 million continue to work after the appointment of a pension. Their pension payments will not be indexed in 2018. But in August their pensions will be counted. As explained in the government, working pensioners will receive an increase in connection with an increase in seniority. Whether in the future there will be an indexation of pensions for working pensioners, the government does not say.

Lump sum payment to pensioners in 2018: will be paid or not

As it became known, the government has already decided on a one-time payment, which replaced the second indexation for 2017. In 2018, a lump sum payment will not be provided to pensioners, because in 2018 the indexation of pensions will be even slightly higher than the forecast inflation rate for 2017.

People of retirement age in our country are represented by the largest social group. The overall social picture in our federation largely depends on their well-being. Pension grants are one of the most relevant topics that are discussed by the citizens of our country. According to the statement by the head of government, a systematic indexation of pensioners will be carried out in 2018. Its size will depend on the level of inflation, which will be established at the end of the year.

Last year, the second indexation was not carried out, and in return each pensioner received a lump sum payment. The exception was only those pensioners who live abroad. This is understandable, since the existing inflation in Russia does not concern them in any way.

But such a substitution of indexation by payment was a necessary measure and the reason for it was a lack of resources. Such assistance was provided to almost every pensioner. The payment amounted to 5000 rubles. It was originally planned that this would not affect those who receive a pension not from the pension fund, but from other departments. However, the head of state ordered that all without exception receive a subsidy.

Advantages and disadvantages of such a step

I must say that most of the persons receiving a pension were satisfied with such an event. They didn’t forget anyone, everyone without exception received the payment. Each pensioner received the same amount, which undoubtedly pleased the pension recipients themselves. This even affected working pensioners, for whom indexation was temporarily frozen.

Of course, such actions have certain disadvantages. It is easy to see that the amount paid does not cover the real level of inflation.

The latest news

There was a lot of talk, and made a lot of predictions about whether a similar payment would be made in 2018. I must say that since the Government planned to index pensions in 2018, it is unlikely that such a payment will take place. And so it happened. She was not, as could be observed in January 2017. There is not yet that fortress of the financial system that has been significantly shaken by the crisis.

An ideal option would be one in which the pension will significantly outpace the cost of living. It’s still a long way off. But it should be noted that positive dynamics in this regard still exists. This gap is increasing every year. If in 2014 the ratio of pension / living wage was 73%, then in the current 2018, you can see the figure of 48%.

The cost of living is increasing, but pensions are also growing. The government plans to implement a new system of pension savings. If the need arises, the pensioner will be able to use his savings. Situations can be different, for example, a disease. However, to date, no clear decision has been made.

Some even predicted that in January 2018 each pensioner would receive 10,000 rubles in the form of a subsidy. But in reality this did not happen.

For those pensioners who forgot - five thousand rubles at the beginning of 2017 was not a gift from the state for the New Year at all.

No, it was compensation for money that was not paid in 2016 due to the lack of timely indexation of pensions. In 2018, there will not be a lump sum payment to pensioners in the amount of 5,000 rubles (or in the amount of any other amount).

A payment of 10,000 rubles is generally a fantasy. In January 2017, the Government of the Russian Federation made a dubious gift to pensioners; instead of the prescribed indexation of the pension, it made a lump sum payment of 5,000 rubles.

Some were delighted, and some were unsatisfied. Indeed, in fact, pensioners were simply robbed, instead of a constant increase in pensions in the form of indexation, they slipped a penny into them. As a result of such fraud, every pensioner now receives a pension lower than what should be.

Recently, on the Internet, as well as through messages in instant messengers and social networks, unidentified persons disseminate knowingly false information that Russian pensioners will again expect a lump sum payment of 5 thousand rubles from January 1, 2018. In this regard, specialists of the regional branch of the Pension Fund declare that this information is not true.

In 2018, the government of the country did not provide for a lump sum payment for pensioners in the amount of 5 thousand rubles or any other amount. Such a support measure will not be provided repeatedly.

At the beginning of this year, 5 thousand rubles as a lump sum were paid to all pensioners in Russia. However, it is worth noting that this was a one-time measure taken to compensate the population for inflation and rising consumer prices.

However, one does not need to worry too much, working and non-working pensioners will not stay in the new year without adding to their pension.

In 2018, insurance pensions, including a fixed payment, of non-working pensioners will be increased by 3.7% from January 1, which is higher than the forecast inflation rate. Social pensions received by people with disabilities, children with disabilities, those who have lost a breadwinner, etc., will increase by 4.1% from April 1. And in August 2018, the Pension Fund will adjust insurance pensions for working retirees.

The main issue that concerns almost a third of the population is the pension one. Currently, the government provides for the possibility of a lump sum payment to pensioners in 2018 as an alternative to solving the problem.

As in recent years, the subject of pension payments is painful. In this period of time there was not a single official decree that would clarify the prospect of pensions, and the population is more inclined towards a negative outcome. In fact, there are still no public decisions of the government of the state regarding this issue for 2018. All the information that appeared before this time was only the opinion of experts in various issues, but they had no reason. At the same time, there is the point of view of representatives of the ranks in public administration, to which the affected category of the population listens.

From official sources it is known that the Ministry of Finance has already taken into review, the possible percentage was 4%. It is envisaged that this level should be included in the budget for the next three years. However, they also expressed an opinion on the likelihood of deviations that may affect the already established percentage, and their regulation will be decided in accordance with the law.

Given the circumstances of the economic situation, we can already conclude that there is a departure from the established restrictions. Even 4% of indexing cannot cover inflation. With this small percentage, it may still decline.

Important! A similar situation had already occurred before, when Dmitry Medvedev announced the indexation of pension claims for 2017 in full. February 2016 noted the completion of indexing, which amounted to 4%, while the inflation rate exceeded it by more than three times.

Taking into account all the data, by September of this year, the increase in indexation was supposed to be about 9%. Public administration decided to get out of the situation in a different way.

Pensioners in 2018 expect a one-time payment

Since the past year has already been marked by this type of compensation, now the question arises of its repeated use. The population is awaiting the decision of state structures. As for the second side, for the government it was a real way out of this situation. The poor economic situation in the country forces us to take such measures. Indexation is practically excluded, and such indemnifications allow, thus, minimally compensating for losses.

As for the lump sum payment to pensioners for 2018, there is a small clarification. Not all categories of pensioners will be able to receive it, they will be satisfied with a surcharge:

  • pensioners receiving an insurance pension within the scope of government support;
  • persons stocked up with old-age payments on a monthly basis;
  • citizens who have lost the breadwinner;
  • disability and childhood pensioners;
  • working people of retirement age with the opportunity in 2018 to receive one of the compensations of their choice (wages or retirement benefits);

The new legislation defines the category of pensioners who will not receive a lump sum payment to pensioners in 2018. This decision was accompanied by many reasons of a different nature.

Important! Categories for which one-time compensation payments are not provided constitute a significant amount. They are significantly different from each other. First of all, such pensioners are citizens living outside the borders of the state. The government decided that these citizens do not need such payments, since their place of residence is in another country.

At the initial stages of compiling the list of lump-sum payments to pensioners for 2018, military pensioners were not included in it, since most of them retire at working age. However, lengthy disputes as a result changed the decision.

Regarding the size of this kind of compensation, it will amount to 5 thousand rubles. Regardless of the type of pension, all the introduced categories will receive compensation in the same amount. The indicated amount is explained by the fact that it is similar to that which pensioners should have received in case of indexing.

What pension is expected next year?

The data provided by the Pension Fund is unfavorable. For 2018, the situation is expected to be exacerbated by inflation, and the pension may be less than the cost of living. The problem will first affect social pensions, fund analysts forecast indicators at 2.2% less than the minimum stay. However, a change in the situation for the better is foreseen for the period of 2019. Regarding all other pensions, next year they predict the possibility of a drop in most of the payments to 10%.

In parallel, information appeared on official portals that a pension reform will be carried out, which provides for raising age restrictions on payments. The PF also clarified that it was not from their submission that the proposal was put forward for consideration.

Naturally, 2018 should make adjustments to the issue of increasing benefits, this measure is simply necessary. Experts argue this point of view of the decline in pension coverage below the subsistence level. Such a prospect threatens the need to pay subsidies from the state budget, which, in fact, does not change the situation.

Accurate data on how much the allowance will increase is not yet available. It all comes down to the fact that the state will be forced to additionally include in the budget the costs of material compensation and benefits to pensioners. At the same time, they clearly emphasize that pensioners who do not work will be able to receive such assistance. Moreover, assistance at the regional level will not be taken into account.

Positive and negative aspects of one-time compensation

To date, it is already known for certain that one-time payments to pensioners in 2018 should be made. This allows you to consider all the pros and cons of this type of compensation. The positive aspects are:

  • taking into account the catastrophic shortage in the budget, such an operation can significantly reduce the load;
  • since the proceeds are provided from the reserve of the Federation, the need to reimburse the interest on taxes is excluded, and since the budget makes the payment, there is no need to compensate the stock savings;
  • this compensation is useful for pensioners as a preventive measure;
  • this kind of support for people with retirement benefits is necessary, especially in the case of very low payments;
  • in practice, the payment will help to satisfy the population in need of this with minimal losses in the budget.

Despite all the positive aspects, there are also disadvantages in the process:

  • inflation hit pension more significantly than compensation suggests;
  • dissatisfaction is possible, since annual income, taking into account indexing, could be a large amount;
  • one-time reimbursement slows down the pace of retirement growth.

Thus, the population can only hope that the government will pay attention to the shortcomings and take the necessary measures. The trends nevertheless leave hope for improvement; experts already say that the country must very quickly get out of this difficulty.

In January 2017, every Russian pensioner received a “royal gift” from the state - a lump sum payment of five thousand rubles. This decision was made in order to mitigate the situation with the absence of a second indexation of pensions in 2016. Money is received, and a logical question arises: will there be a lump sum payment to pensioners in 2018?

Who is entitled to a lump sum payment in Russia

A lump sum payment is not due to all pensioners. For example, they cannot count on such help:

  • people of retirement age permanently residing outside the territory of the Russian Federation;
  • military pensioners who did not get on the initial list for payment - however, after numerous disputes, this category can still count on monetary compensation.

The list of persons falling under the preferential category for receiving a lump-sum allowance includes entities receiving the following payments:

  1. Insurance pension according to the pension plan.
  2. Pension benefits in old age.
  3. Compensation for the loss of a breadwinner.
  4. Disability pension, and one-time assistance is also required for disabled children.

Also, retirees who work and after numerous disputes receive military pensioners.

Pros and cons of lump sum payment

A one-time allowance has both its advantages and disadvantages. Both sides are presented in the following table:

pros Minuses
Reducing the burden on the state budget The sum of five thousand rubles will not cover all the losses of pensioners from inflation
There is no need to pay a tax percentage on the amount paid - the budget itself will pay it Indexing for retirees receiving high retirement benefits is much more profitable than one-time assistance
An additional unexpected payment is never superfluous, especially this “gift” pleases working pensioners A lump-sum payment is a means of social support and is not included in the pension; accordingly, it will not be included in the basis for future pension accruals.
  Such support is also important for persons receiving a minimum pension

Latest one-time payout news in 2018: size and when will be paid

The amount of five thousand rubles is not accidental. It is this value that is characterized by the allowance that pensioners would receive as a result of the second indexation. In addition, the state considered that it was precisely so much money that was needed to compensate for the loss of pensioners from inflation.

Most likely, if a one-time payment is planned for 2018, then its size will remain at this level. And one-time help is likely to be expected. And there are a number of reasons for this:

  • significant budget deficit, which does not allow indexation of pensions;
  • low oil prices;
  • the decline in industrial production due to which tax revenues are reduced.

In addition, amid upcoming presidential elections, it is beneficial for the state to support the category of people of retirement age and give them one-time assistance in any case.

By the way, if you calculate the state’s savings from replacing indexation with a one-time payment, then it is significant. Given the existing inflation, each pensioner as a result of indexation was to receive not five thousand rubles, but about seven. The numbers speak for themselves. Given the fact that no strong unrest was expressed on this occasion, the situation may repeat itself in 2018.
